Title IX and Gender Equity

The Allan Hancock Joint Community College District is committed to creating and maintaining a community where all members of the campus community (students, staff, faculty, and guests) can work and learn in an atmosphere free from violence, harassment, discrimination, exploitation, intimidation, and retaliation. All members of the campus community are expected to conduct themselves in a manner that does not infringe upon the rights of others.

Every member of the community should be aware that the College prohibits all forms of gender discrimination, including sexual harassment, sexual assault, dating violence, intimate partner violence, stalking, retaliation, and harassment or violence based on sexual orientation, gender identity, gender expression, pregnancy, or parenting. Such behavior violates federal and state laws as well as College policy. 

The U.S. Department of Education’s Office for Civil Rights (OCR) enforces, among other statutes, Title IX of the Education Amendments of 1972.

Title IX protects people from discrimination based on sex in education programs or activities that receive Federal financial assistance.

Title IX states that:

"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."

Examples of the types of conduct that violates Title IX include, but are not limited to:

  • Sexual innuendos and comments
  • Sexually explicit questions
  • Requests for sexual favors
  • Unwelcome touching, hugging, stroking, squeezing
  • Spreading rumors about a person’s sexuality
  • Sexual ridicule
  • Displaying or sending sexually suggestive electronic content, including but not limited to emails, text messages, etc.
  • Pervasive displays of pictures, cartoons, or other materials with sexually explicit or graphic content
  • Stalking a person
  • Acts of domestic or relationship violence
  • Attempted or actual sexual violence

California community colleges are required to provide students with educational and prevention information about sexual violence as part of campus orientation. Beginning September 1, 2024, and each year thereafter, AB 2683 requires each California community college to:

  1. Annually train its students in sexual violence and sexual harassment as part of established campus orientations
  2. Require students attending the college to self-certify that they have completed their annual training within six months of the beginning of the academic year
  3. Post educational and preventative information on sexual violence and sexual harassment on its campus website.

This website is intended to define community expectations and to establish a mechanism for determining when those expectations have been violated. Likewise, the information gives reporting options to support students who have been victims of sexual misconduct. Under Title IX, discrimination on the basis of sex can include sexual harassment, rape, and sexual assault. 

Allan Hancock College works in conjunction with the athletics department to assist in sexual discrimination issues that occur in college sports.
